The priest for this position will become a small business registered with the Federal Government and will receive as-needed administrative support from Music Ministry International:
1. Background. Arlington National Cemetery (ANC) is the Nations’ premiere military cemetery. The mission at ANC is to Honor the Fallen by conducting sacred funeral services for all branches of the Armed Service. We provide pastoral care, counsel and guidance, while honoring the various faith preferences of Service members. Others Services include: Offer spiritual, moral, and ethical leadership for the Army national cemeteries; Support the NCR Command Chaplain’s religious support plan; Support funeral services: Contracting, Vehicles/Drivers, Ushers, Schedule/Track; Care for ANC Team: Provide spiritual engagement, visitation, while exemplifying honor with compassion.
Arlington National Cemetery (ANC) conducts 27-30 funeral services each weekday and 6-8 services on Saturday. The grounds of Arlington National Cemetery honor those who have served our nation by providing a sense of beauty and peace for our guests. The rolling green hills are dotted with trees that are hundreds of years in age and complement the gardens found throughout the 624 acres of the cemetery. This impressive landscape serves as a tribute to the service and sacrifice of every individual laid to rest within the hallowed grounds of ANC.
1.1 Objectives. To sacred Honor with compassion and support the Arlington National Cemetery mission.
1.2 Description of Services/Introduction. This is a Non-Personal Services contract. Performance under this contract is subject to the day-to-day oversight and direction of the designated Senior Army Chaplain at Arlington National Cemetery who serves at the discretion of the Military District of Washington Command Chaplain and as assigned by the U.S. Army. In the absence of a Senior Army Chaplain assigned at Arlington National Cemetery, an Army Chaplain will be assigned to oversee this contract under the direction of the Military District of Washington Command Chaplain. The government will evaluate the quality of professional and administrative services provided, and retain control over the professional aspects of services rendered (e.g. professional judgments, evaluation of specific spiritual needs).
1.3 Scope. For the purposes of providing Catholic burials at Arlington National Cemetery (ANC); The Priest shall serve as a Catholic Priest to conduct funerals at Arlington National Cemetery, Arlington, Virginia, or at any designated location within the National Capital Region in fulfillment of Arlington National Cemetery's mission, and in accordance with the Army Regulations and Federal Acquisition Regulations. Priest shall conduct religious funeral services, memorial services, and graveside services in accordance with the Catholic tradition and as outlined in this JOB DESCRIPTION - see 1.6 Special Qualifications below . Priest shall also provide additional pastoral ministrations in counseling prior to each service preparation. As a non-personal service priest, the Priest is not a member of the Military Chaplaincy. Meet and follow all guidelines for military funerals set by the Army ANC Chaplains Office and the policies set by the ANC Superintendent. In the absence of the Command Chaplain for ANC the priest shall take instructions from the ANC deputy. The priest shall provide these services to eligible beneficiaries of the military religious support system as well as other DoD personnel at no expense to the individuals. The priest cannot bill individuals entitled to military religious care for service rendered, or for any other actions performed under the contract at Arlington National Cemetery, other than payment under the provisions of this contract.
1.4 Period of Performance. The period of performance reads as follows:
Base Period – 25 September 2018 to 26 September 2019
Option Period One (1) - 27 September 2019 to 26 September 2020
Option Period Two (2) – 27 September 2020 to 26 September 2021

1.5.4 Hours of Operation. The Priest is responsible for ensuring its workforce is available to fully and consistently meet the Government’s requirements defined in this JOB DESCRIPTION for such hours a day between the hours of 8:00 and 4:00, Monday through Friday (optional Saturday’s, if required) except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.
This schedule includes work that cannot be performed on a part-time basis. The Priest must at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this performance work statement when the Government facility is not closed for the above reasons.
1.5.5 Place of Performance. Arlington National Cemetery support shall be performed through the cemetery at ANC (Fort Myer, VA) or at an alternate site that will be agreed upon by both the Government and Priest.
1.5. 6 Special Qualifications. The following special qualifications are required for the Priest to meet the tasks contained in this JOB DESCRIPTION:
Fully experienced in military burial and possessing in-depth knowledge of the following:
2.1 Basic Services:
2.1 The priest shall provide a work force possessing the skills, knowledge, and training to satisfactorily perform the services required by this contract. Personnel performing work under this work statement will not be considered employees of the Government. Failure to meet the below experience and qualifications at the required levels could constitute default.
2.1.1 The priest shall be an ordained Catholic Priest who possesses the current and valid faculties of his diocese/congregation of incardination, of the local diocese or Ordinary, and endorsed by the Archdiocese for Military Services; fully qualified and experienced in providing pastoral care to parishioners, family members, and staff. The contract provider must meet all of the credential and educational requirements of the Roman Catholic Church and remain current as required by the Code of Canon Law and by the National Conference of Catholic Bishops for the duration of the contract.
2.1.2. Have experience in providing pastoral care for Catholic parishioners, Soldiers, Family members and staff members; and have knowledge, skills, and ability in the following areas: pastoral counseling, spiritual direction, sermon preparation and delivery, Roman Catholic Canon Law, theology, ecclesiology, liturgy, ministrations, marriage and family ministry, and the basic ecclesiastical annulment process.
2.1.3. Be an ordained Catholic Priest fully incardinated and endorsed by his ecclesiastical supervisors, including Archdiocese for Military Service, to perform services as required by this contract. The Government reserves the right to give final approval for all priests proposed to serve under this contract, based on qualifications as set forth in this contract and appropriate advice and recommendation from the responsible Catholic Chaplain.
2.1.4. The Priest shall be able to read, write, and speak English well enough effectively to communicate with parishioners and chapel staff; and well enough to preach fluently in English.
2.1.5. The Priest is required to maintain Catholic Priest faculties and endorsement at all times during performance of this contract. Should this endorsement be lost or withdrawn, this priest will cease function at the discretion of the responsible Catholic priest in consultation with the Archdiocese for Military Services.
2.1.6. The priest is responsible for personal and professional training as a current Catholic priest. He is further required to maintain his sexual abuse training and certification as detailed by the Archdiocese for the Military Services. Documentation of such training shall be provided to the COR and to the Archdiocese for the Military Services.
2.1.7. Personal Appearance. The Catholic Priest shall dress in a neat, professional manner in keeping with standard practices, the Code of Canon Law, and will wear the proper robes, clerical garb and/or vestments of his profession.
2.2. Transportation: The priest will furnish their own transportation to and from the Arlington National Cemetery, Arlington, Virginia, or to the designated place within the National Capital Region.
